HR and Payroll Software for UAE Compliance: WPS and Emiratisation
Zoho People, Zoho Payroll and Odoo Set Up for MoHRE Rules
Two UAE rules now leave little room for manual HR work. Since 1 June 2026, salaries are due through the Wage Protection System (WPS) on the first day of the following month, and MoHRE’s enforcement steps begin the day after. Emiratisation targets are checked twice a year, with the year-end deadline approaching. Techvaria sets up Zoho People, Zoho Payroll and Odoo HR and Payroll so that both are tracked in the system, not in spreadsheets, for companies in Dubai and across the UAE.

WPS Employer Obligations in 2026
Ministerial Resolution No. 0340 of 2026 replaced the earlier WPS rules from 1 June 2026. According to EY’s summary of the resolution, the main points for employers are:
- Wages for each month are due by the 1st of the following month, paid through WPS or another MoHRE-approved system.
- An employer counts as compliant when at least 85% of total wages due are paid on time.
- Enforcement escalates by day: alerts from day 2, new work permits suspended from day 5, administrative fines from day 11, labour cases opened automatically from day 16, and legal escalation from day 21.
- An employer that delegates wage payment to a third party remains responsible for paying on time.
What the system does: payroll closes before month end, the WPS salary information file (SIF) is generated from approved payroll, and the payment status of every employee is visible by the 1st, with an alert if fewer than 85% of wages have been paid.
Emiratisation Tracking for Private Companies
Private companies with 50 or more employees must raise the share of Emiratis in skilled roles by 2% a year, according to the UAE government portal. MoHRE splits the 2026 target into 1% due by 30 June and the remaining 1% by 31 December, and has said financial contributions apply from 1 July to companies that missed the first-half rate. Companies with 20 to 49 employees in 14 specified sectors had to hire one Emirati in 2024 and another in 2025; check MoHRE for the requirement that applies to your company this year.
What the system does: it keeps a live count of skilled-role headcount against your target, flags the gap for each entity, and records every Emirati hire with Nafis registration, pension registration and contract details, so an audit query can be answered from one report. Our guide to Emiratisation tracking in Zoho People shows how the numbers are built.
Our HR and Payroll Compliance Services
Most of the work sits in data and configuration rather than in the software itself: clean employee records, correct salary components, and a payroll calendar that closes in time for WPS. The services below can be delivered together or as a focused project on the HR and payroll apps you already use.
HR Data Audit
We review the employee master, contract types, MoHRE person codes, bank and IBAN details and grades, because a WPS file is only as accurate as the records behind it.
Zoho People Configuration
Leave policies, attendance and shift rules, document expiry reminders for visas and Emirates IDs, and approval flows set up in Zoho People to match your HR policy.
Zoho Payroll UAE and WPS Files
Salary components, end-of-service gratuity and GPSSA contributions configured in Zoho Payroll’s UAE edition, with the SIF file generated from each approved pay run.
Odoo HR and Payroll Configuration
Employees, Time Off and Attendances set up in Odoo, with UAE salary rules and end-of-service provisions in Odoo Payroll and the WPS file produced through a dedicated module.
WPS Payment Tracking
A monthly payroll calendar that closes before month end, with each employee’s payment status visible by the 1st and an alert when paid wages fall below 85% of the total due.
Payroll Posting to Finance
Payroll journals posted to Zoho Books or Odoo Accounting by entity and cost centre, so salary costs, gratuity accruals and bank payments reconcile without re-entry.
Emiratisation Dashboard
Skilled-role headcount against the semi-annual target for each entity, built with Zoho Analytics or a Zoho Creator app, or as a custom report in Odoo.
Parallel Run, Training and Support
One payroll run checked against your current process before go-live, training for HR and finance users, and support through the first payroll cycles and rule changes.
HR and Payroll Apps We Configure on Zoho and Odoo
The right platform usually follows the rest of your systems. If you already run Zoho Books, Zoho CRM or Zoho One, Zoho People and Zoho Payroll share the same users and data. If Odoo runs your accounting, inventory or manufacturing, Odoo’s HR and Payroll apps keep employee costs inside the same database. These are the apps we set up most often for UAE HR and payroll compliance.
Zoho People
Core HR, leave, attendance, shifts and document expiry reminders, feeding attendance and loss of pay into payroll.
Zoho Payroll
UAE edition with salary components, gratuity calculation, GPSSA contributions and prefilled WPS SIF files.
Zoho Analytics
Emiratisation and WPS dashboards that combine HR, payroll and finance data across entities.
Zoho Creator
Custom apps for Emiratisation hiring records, Nafis details or approval steps no standard app covers.
Zoho Books
Payroll journals recorded automatically for each pay period, keeping salary costs in the VAT-ready ledger.
Zoho One
One licence covering People, Payroll, Books, Analytics and Creator for companies that need several of them.
Odoo Employees
Employee records, contracts, departments and documents shared with every other Odoo app.
Odoo Payroll
Salary structures and UAE salary rules, including end-of-service provisions, on Odoo Enterprise.
Odoo Time Off & Attendances
Leave allocations, check-in and check-out and approved time off flowing into each payslip.

- Go-live and dashboards: WPS status by the 1st and the Emiratisation tracker for each entity.
Why Techvaria: we are a Zoho Premium Partner and an Odoo Silver Partner with a team in Dubai, so we can recommend the platform that fits the rest of your systems rather than the one we prefer to sell. If you are still choosing between the two, our Zoho and Odoo partner team in Dubai can compare them against your processes first.
Industries We Support Across the UAE
Zoho or Odoo for UAE HR and Payroll
Both platforms can run UAE payroll; the better fit depends on what else you use.
| Need | Zoho People and Zoho Payroll | Odoo HR and Payroll |
|---|---|---|
| Core HR, leave, attendance | Zoho People | Odoo Employees, Time Off, Attendances |
| UAE payroll and WPS file | Zoho Payroll UAE edition, which generates prefilled SIF files | Odoo Payroll with the UAE localisation for salary rules; the SIF file through a dedicated module |
| End-of-service gratuity | Calculated in Zoho Payroll UAE by contract and separation type | Configured as an end-of-service provision in salary rules |
| Emiratisation dashboard | Zoho People fields with Zoho Analytics, or a Zoho Creator app | Custom report or dashboard |
| Best when | You already use Zoho Books, Zoho CRM or Zoho One | You run Odoo for accounting, inventory or manufacturing |
Choosing Zoho People and Zoho Payroll
According to Zoho’s announcement of the UAE edition, Zoho Payroll generates prefilled SIF files for WPS, calculates gratuity by contract type, separation type and free zone, supports GPSSA, and integrates with Zoho People and Zoho Books. See our guide to managing end-of-service payroll with Zoho.
Choosing Odoo HR and Payroll
Odoo’s UAE payroll localisation adds UAE salary rules and an end-of-service provision to Odoo Payroll, which is part of Odoo Enterprise. WPS file generation is not part of that localisation, so we add it through a dedicated module and test it with your bank before go-live. Our Odoo implementation team in the UAE handles the wider rollout.
Where HR data is hosted
Employee records include passports, Emirates IDs and salaries. Zoho has run UAE data centres since January 2026, with the region set by the country chosen at sign-up; see our guide to Zoho UAE data centres. For Odoo, hosting depends on whether you use Odoo’s cloud or your own servers, which we confirm during scoping.

Under the 2026 rules, MoHRE starts with alerts on day 2, suspends new work permits from day 5 and applies administrative fines from day 11, with automatic labour cases from day 16 and legal escalation from day 21.
Yes. Zoho Payroll has a UAE edition covering salary components, gratuity, GPSSA contributions and prefilled WPS salary information files. We configure it and connect it with Zoho People and Zoho Books.
Yes. Odoo Payroll, part of Odoo Enterprise, has a UAE localisation with salary rules and an end-of-service provision. We configure the salary rules and gratuity, and add the WPS file through a dedicated module.
According to EY’s summary of the resolution, an employer is treated as compliant when it pays at least 85% of the total wages due to its employees by the deadline. We set up a report that shows that percentage before the 1st, not after.
Yes. The resolution allows employers to delegate wage payment, but the employer remains responsible for compliance and for paying on time. Keeping payroll data and payment status in your own system makes that easier to evidence.
Private companies with 50 or more employees must add 1% Emiratis in skilled roles by 30 June 2026 and reach a 2% increase for the year by 31 December 2026, with financial contributions for missed targets. Smaller companies in specified sectors have separate hiring requirements, so confirm your position with MoHRE.
