Construction ERP and Contractor Accounting for UAE Companies

BOQ, Job Costing, Progress Billing, Retention and Subcontractors on Odoo or Zoho

Contractors in the UAE lose margin in the gaps between estimating, site and accounts: variations not billed, retention not tracked, and subcontractor payments made before work is certified. Most packaged construction ERPs fix some of this and force you into their process for the rest. We build construction ERP systems on Odoo, or on Zoho Creator and Zoho Books, around the way your projects actually run.

Where contractors lose margin construction ERP

Where Contractors Lose Margin

The losses rarely come from one big mistake. They build up in the handovers between teams:

  • Variations agreed on site but never priced, approved and billed.
  • Retention held by clients but not tracked to its release date, so it is collected late or not at all.
  • Subcontractors paid on their own invoices before the work is certified.
  • Committed cost from purchase orders and subcontracts that stays invisible until the invoice arrives, by which time the budget is already gone.

A construction ERP closes these gaps by linking the BOQ, the budget, commitments, site records and accounting for every project.

Why Build on Odoo or Zoho Instead of a Packaged Construction ERP

  • You keep your process. Approval chains, certificate formats and cost codes match your contracts.
  • Finance stays standard. Odoo Accounting or Zoho Books handles VAT, corporate tax and, from 2027, e-invoicing.
  • Licences follow standard Odoo or Zoho pricing. There is no separate construction-suite licence; the construction logic is configuration and code that you own.
  • You can change it later without waiting for a vendor roadmap.

One point to be clear about: neither Odoo nor Zoho Books has a native BOQ or retention module. We build that layer as an Odoo custom module or a Zoho Creator app on top of standard accounting, as our guide to what Zoho and Odoo cannot do for construction explains.

The Construction Processes We Cover

ProcessWhat the system does

A review of your contracts, certificate formats, cost codes and current tools, so the system is designed around how your projects run.

Odoo or Zoho Selection

A recommendation on the platform that fits your operation, based on inventory, workshops, team size and the processes you need to control.

Construction Layer Development

BOQ, interim payment applications, retention and variations built as an Odoo custom module or a Zoho Creator app.

Project Accounting and UAE VAT

Cost codes, analytic accounts or reporting tags, VAT on progress invoices and retention ledgers configured in Odoo Accounting or Zoho Books.

Data Migration

Open contracts, certified-to-date values, retention balances, subcontract ledgers and opening stock moved from spreadsheets or your current system.

Procurement and Site Integration

Material requests, purchase orders and deliveries linked to project budgets, with stock tracked per site or store.

Project Reporting

Cost-to-complete, budget against actual, retention ageing and subcontractor liability reports for project managers and finance.

Training and Support

Training for estimators, site, procurement and finance teams, then support as new projects and contract types come in.

Odoo and Zoho Apps Behind a Construction ERP

Standard apps cover projects, purchasing, stock and accounting. The construction layer for BOQ, progress billing, retention and variations is built on top of them.

How a Construction ERP Rollout Runs

We roll out in two phases, so the controls that protect margin go live first:

  1. Phase 1: job costing, progress billing and retention, linked to accounting and VAT.
  2. Phase 2: subcontractors, procurement and site stock, then plant and labour allocation.

Each phase is scoped and quoted in writing before work starts, and tested on one live project before the rest move across. For platform-specific detail, see our Odoo construction and contracting ERP and Zoho ERP for construction and real estate pages.

Industries We Serve Across the UAE

Construction ERP in the UAE: VAT, E-Invoicing and Subcontractor Checks

Three UAE requirements shape how the accounting side of a construction ERP is configured.

VAT on progress claims

Construction work in the UAE is usually billed in stages, and each certified claim needs a correct VAT invoice. How retention is treated for VAT should be confirmed with your tax adviser, and the system is configured to follow that treatment on every payment application.

E-invoicing from 2027

Under the UAE e-invoicing timeline, businesses with revenue of AED 50 million or more go live on 1 January 2027 and the rest on 1 July 2027. Progress invoices from Odoo or Zoho Books will need to reach clients through an accredited service provider; our e-invoicing readiness guide covers the preparation.

Subcontractor TRN checks

Recovering input VAT depends on valid tax invoices from VAT-registered suppliers, and contractors often work with many small subcontractors. Checking each subcontractor’s TRN before the first payment avoids problems at audit; see our guide to FTA supplier verification in Odoo.

Frequently Asked Questions

Yes. Each interim application records the gross value, previously certified amounts, retention and the amount due, and posts the invoice with VAT to Odoo Accounting or Zoho Books.

Yes. The BOQ and cost code structure is configured per company, so fit-out, MEP and civil contractors use the same base with different templates.

Zoho Creator suits contractors who want a process built around their contracts. Odoo suits contractors with heavy inventory, workshops or manufacturing. We implement both, and recommend one after reviewing how your projects run.

Not as a standard app. Odoo’s Project, Purchase, Inventory and Accounting apps cover much of the work, with analytic accounting for project costs. BOQ, interim payment applications and retention are added as a custom module configured to your contracts.

Yes. Purchase orders and subcontract orders are recorded against the project budget when they are placed, so cost-to-complete reflects what is already committed before the invoices arrive.

Yes. Both Odoo and Zoho have mobile apps, so site teams can raise material requests, log timesheets and record progress, while approvals stay with the office.

Yes. We migrate open contracts with their certified-to-date values, retention balances, subcontract ledgers and opening stock, so current projects continue in the new system rather than restarting.
