FTA Supplier Verification with Zoho in the UAE: Due Diligence You Can Evidence
Since 1 October 2026, recovering input VAT in the UAE depends on more than a valid tax invoice. FTA Decision No. 13 of 2026 expects you to verify suppliers and individual supplies, and to keep the evidence. Techvaria configures Zoho Books, Zoho Creator and Zoho Analytics so that verification status, documents and sign-offs sit on the supplier and bill records your finance team already uses. As a Zoho Premium Partner with a Dubai office, we set up FTA supplier verification in Zoho around your own due-diligence policy. Zoho Books Supplier Due Diligence Built Around FTA Decision 13
FTA Decision No. 13 of 2026 links input tax recovery to two kinds of checking. Before you first deal with a supplier, and again if it has not been verified in the previous 12 months, you confirm who the supplier is: its incorporation details, the person authorised to act for it, and a real place of business that fits its activities. Before deducting input tax on a supply, you confirm that the transaction itself makes commercial sense. The published summaries by PwC and Al Tamimi & Company describe both layers, and both stress that the steps must be documented so the FTA can see they were carried out.
Zoho Books records the bill, the amount and the VAT. It does not, by default, record whether anyone checked the supplier. Techvaria closes that gap with verification fields on vendor records, approval rules on bills and purchase orders, and a consistent place for supporting documents, so the question “was this supplier verified, when and by whom?” is answered by a report rather than a search through inboxes. Our Zoho partner in Dubai team designs the setup with your finance lead and leaves your administrators able to run it.
Why Supplier Checks Break Down in Dubai Finance Teams
Most supplier records in UAE accounting systems were created to pay people, not to prove anything about them. A typical vendor entry holds a name, a TRN and bank details. The trade licence copy sits in a procurement inbox, the site-visit note on someone’s phone, and the reason for an unusual cash payment nowhere at all. Duplicate vendors split spending across two records, so nobody can say which suppliers have passed AED 100,000 in the last 12 months, the point at which the AED 10,000 per-supply exemption stops applying. Re-verification dates are not tracked either, so a supplier checked at onboarding quietly falls out of date a year later. None of this shows on a VAT return until the FTA asks for the evidence behind an input tax claim. Our guide to the October 2026 VAT changes explains the wider rules.
Our Zoho Services for FTA Supplier Verification
We treat supplier verification as a finance process with a system behind it, not as a software feature. The services below can be delivered together as one project or individually inside the Zoho applications you already use.
Due-Diligence Policy & Workflow Design
The decision requires a documented policy naming who implements, reviews and supervises the checks. We translate that policy into Zoho roles, steps and sign-offs, so the written process and the system follow the same order.
Vendor Master Clean-Up in Zoho Books
Duplicate and incomplete supplier records are merged and completed, including trade names, TRNs, licence numbers and bank details, so spend per supplier is counted once and threshold reports can be trusted.
Verification Status Fields on Vendor Records
Zoho Books allows up to ten custom fields on customers and vendors. We use them deliberately for verification status, last-verified date, risk flags and reviewer, so each supplier’s position is visible on its own record.
Supplier Onboarding App on Zoho Creator
Where onboarding needs more than a few fields, such as document checklists, site-visit notes, representative IDs and bank confirmations, we build a Zoho Creator app that collects the evidence and updates the vendor in Zoho Books.
Bill & Purchase Order Approval Rules
Zoho Books supports approvals on bills and purchase orders, including multi-level approval with up to ten approvers. We set rules so supplies from unverified or overdue suppliers reach a named reviewer before approval.
Evidence Storage & Audit Trail
Licence copies, bank confirmation letters and supply-level notes are attached to the supplier or bill they support, with consistent naming, so the records can be produced together when the FTA asks for them.
Rolling 12-Month Supplier Thresholds
Zoho Analytics totals purchases per supplier over a moving 12-month window and flags suppliers approaching AED 100,000 and AED 375,000, the levels at which the small-supply exemption ends and UAE bank account evidence is needed.
Training, Re-verification & Support
We train buyers, approvers and finance reviewers on the checks, set reminders for suppliers due for re-verification, and support the setup after go-live as your supplier base changes.
The Zoho Apps Behind a Supplier Verification Workflow
Most businesses need only some of these. Zoho Books carries the records; the other apps are added where your number of suppliers or approval chain justifies them.
Zoho Books
Vendor records, bills, purchase orders and approvals, with verification fields and the evidence attached.
Zoho Creator
A supplier onboarding app with document checklists and reviewer sign-off that writes back to Zoho Books.
Zoho Analytics
Rolling 12-month spend per supplier, overdue re-verifications and cash payments in one dashboard.
Zoho Expense
Employee-paid purchases and petty cash captured with a receipt and a reason, not lost in reimbursements.
Zoho Inventory
Purchase orders and receipts for stock suppliers, so quantities and prices can be compared with market norms.
Zoho Sign
Signed acknowledgements of your due-diligence policy and supplier declarations, kept with an audit trail.
Zoho Flow
Reminders and hand-offs between apps, such as alerting a reviewer when a supplier’s 12 months are nearly up.
Zoho CRM
Where suppliers are also customers, one shared account keeps their details consistent across sales and purchasing.
Zoho One
A single licence covering Books, Creator, Analytics, Sign and Flow for groups that need several of them.
Supplier Verification for Dubai Mainland and Free-Zone Companies
The checks in FTA Decision No. 13 of 2026 concern input tax recovery, so they matter to VAT-registered businesses wherever in Dubai they are licensed. What differs is the supplier base. A Deira trader may buy from hundreds of small importers; a free-zone re-exporter deals with overseas vendors and intermediaries; a contractor in Al Quoz pays subcontractors whose licences and addresses change often. We size the workflow to that reality: a few fields and an approval rule for a stable supplier list, a Creator onboarding app and Analytics dashboards for a large or changing one.
From our Al Qusais office we run workshops and go-live sessions at client sites across Dubai, and handle most configuration and support remotely. Beyond Dubai, we work with companies in Abu Dhabi, Sharjah and Ajman, and provide Zoho implementation services across the UAE.
Where Dubai Businesses Use Zoho for Supplier Checks:
- Deira — trading houses with long lists of small local suppliers.
- International City — wholesalers buying from many importers whose addresses change often.
- Jebel Ali & JAFZA — re-exporters dealing with overseas vendors and intermediaries.
- Al Quoz — workshops and fit-out firms paying subcontractors.
- Dubai Investment Park — manufacturers checking raw-material and spare-parts suppliers.
- Ras Al Khor — industrial companies placing occasional large orders with new vendors.
- Business Bay — group finance teams applying one policy across several entities.
- JLT — free-zone companies verifying suppliers for more than one licence.
- DIFC — advisory firms reviewing professional-services suppliers.
- Al Qusais — SMEs near our office writing their first due-diligence policy.

Why UAE Finance Teams Choose Techvaria for Zoho Supplier Verification
A verification workflow only helps if people follow it. We start with your due-diligence policy and the way purchasing actually happens, meaning who raises orders, who approves bills and who releases payments, and design the Zoho setup around those steps instead of adding a parallel process.
As a Zoho Premium Partner with consultants in Al Qusais, we handle the whole job with one team: policy mapping, vendor data clean-up, configuration of Zoho Books, Zoho Creator and Zoho Analytics, training and support.
We are also clear about the boundary. We configure the systems that hold the evidence; whether a particular supplier or supply passes the FTA’s tests is a judgement for your finance team and, where needed, your tax adviser. No software makes input tax recovery automatic, and we will not suggest otherwise.
Industries We Support in the UAE
Zoho in the UAE: Settings That Affect Supplier Verification
VAT returns and EmaraTax
Zoho announced in May 2025 that the FTA recognises Zoho Books as a Digital Tax Integrator, so VAT201 returns can be filed to EmaraTax from the software. That covers return filing; supplier due diligence remains a process your business runs.
Where your records are stored
Since January 2026 Zoho has offered a UAE data centre region. Which region an account uses depends on the country chosen at sign-up, so check older accounts before adding licence copies and ID documents.
E-invoicing is a separate project
Mandatory e-invoicing starts on 1 January 2027 for businesses with annual revenue of AED 50 million or more, through an accredited service provider. It changes how invoices are exchanged, not how suppliers are verified, so plan the two side by side. Our UAE e-invoicing readiness guide covers the programme.

Frequently Asked Questions
It is the set of checks introduced by FTA Decision No. 13 of 2026, effective 1 October 2026, that a business carries out before deducting input VAT. Suppliers are verified before the first transaction and again if they have not been verified in the previous 12 months, and each supply is checked for commercial rationale, payment arrangements, pricing and whether it falls within the supplier’s licensed activities. The steps must be documented and the records kept for the FTA.
No. Zoho does not publish a feature that performs FTA due diligence automatically, and we do not claim one. Zoho Books, Creator and Analytics hold the evidence, track status and dates, route approvals and produce reports; the checks themselves are carried out by your team under your written policy.
Supplies below AED 10,000, excluding VAT, can fall outside the verification requirement, subject to conditions. The exemption stops applying where supplies from the same supplier exceed, or are expected to exceed, AED 100,000 over 12 months. Because the test depends on the supplier’s running total rather than the invoice value, we build a rolling 12-month report so the decision rests on figures, not memory.
Published summaries of the decision state that where supplies from one supplier exceed, or are expected to exceed, AED 375,000 over 12 months, you need evidence, such as a written bank confirmation, that the supplier holds a UAE bank account, and you should review public information about it. We flag suppliers approaching that level and add a field recording when the evidence was received.
With the record they support: licence copies and representative IDs on the vendor record or in a Creator onboarding entry, and supply-level notes on the bill. We agree naming and access rules with you, because some of these documents contain personal data that not every user should see.
Zoho Books supports approval rules on bills and purchase orders, including multi-level approval. We can route transactions from suppliers whose verification is missing or out of date to a named reviewer, so they are examined before approval. How strict the control can be depends on your edition and the rules you choose, which we confirm during the assessment.
No. Zoho announced that the FTA recognises Zoho Books as a Digital Tax Integrator for filing VAT returns to EmaraTax, which concerns submitting returns. Supplier and supply verification under Decision No. 13 is a separate obligation that your business performs and documents.
Often not. Zoho One includes Zoho Books, Creator, Analytics, Sign and Flow, so the workflow can usually be built within your existing subscription. If you run Zoho Books on its own, we first check whether custom fields and approvals are enough before suggesting any additional app.
Their checks still count if they were documented. During the clean-up we record each supplier’s last verification date and an evidence reference, so the 12-month re-verification clock starts from the right date instead of resetting every supplier at once.
