At a glance
Techvaria helps Omani VAT taxpayers that run Zoho Books or Odoo get ready for Oman e-invoicing Fawtara. Under Fawtara, invoices travel through an OTA-accredited service provider, so the working setup for most of our clients is Zoho Books or Odoo plus an integration with an OTA-accredited provider. We audit your invoice data, help you shortlist a provider, build and test the integration, and plan the cut-over before your phase date. The work is delivered remotely by our teams in Bangalore, Ahmedabad and Dubai, inside Gulf business hours.
Techvaria is a Zoho Premium Partner and an Odoo implementation partner. We are not an accredited service provider. Our job is to get your ERP data and integration right so that the provider you choose can submit clean invoices on your behalf.
Fawtara deadlines: who must comply and when
The Oman Tax Authority (OTA) runs Fawtara. A pilot group of large taxpayers started in August 2026. The revised rollout was reported in August 2026 while the decision was awaiting publication in the Official Gazette, so treat the table below as dates as announced and confirm against the OTA before go-live.
| Phase | Who is covered | Mandatory from | Suggested start of readiness work |
|---|---|---|---|
| Pilot | A selected group of large taxpayers | Started August 2026 | Already under way |
| Phase 1 | Taxpayers with annual supplies above OMR 5 million | 1 April 2027 | Q4 2026 |
| Phase 2 | All other VAT taxpayers | 1 October 2027 | Q1 or Q2 2027 |
The suggested start dates are our planning view, not an OTA requirement. A typical readiness project needs time for provider onboarding and testing, and providers will be busy in the months before each deadline.
How the Fawtara model works: Peppol, accredited providers and PINT Oman
Fawtara uses a 5-corner Peppol network. You (corner 1) send an invoice to your accredited service provider (corner 2). Your provider exchanges it with your buyer’s provider (corner 3), who delivers it to your buyer (corner 4). The OTA is the fifth corner and receives the tax data from the network.
A few points matter for planning:
- Invoices must be in the PINT Oman format, which is based on UBL 2.1 XML. A PDF from your accounting system is no longer the legal invoice.
- Only OTA-accredited service providers (ASPs) can connect you to the network. A ClearTax list updated on 22 July 2026 named 11 accredited providers.
- Responsibility for invoice compliance rests with you, the taxpayer. If your provider submits an invoice with a wrong VAT number or tax code taken from your system, the error is still yours to fix.
- Oman VAT is 5% and has applied since April 2021. Omani VAT numbers carry the OM prefix, and those numbers need to be correct on both your records and your customers’ records.
Industries that feel Fawtara pressure first
Fawtara phases are set by annual supplies, not by sector. Still, the businesses most likely to cross the OMR 5 million threshold for Phase 1 cluster in a few sectors, and their suppliers feel it soon after, because large buyers will want structured e-invoices from the companies they pay. This is our planning view, not a list of who is in scope. Check your own annual supplies against the threshold.
| Sector | Why pressure comes early | What the ERP side needs |
|---|---|---|
| Oil and gas services and contractors | Large contract values. Suppliers bidding to oil and gas operators already need an active JSRS certificate, mandated by the Ministry of Energy and Minerals from 1 July 2021, so compliance paperwork is familiar | Milestone and progress invoices tied to contracts and POs, credit notes for variations |
| Telecoms and their dealer networks | High invoice volumes, many of them B2C | Bulk submission and B2C reporting |
| Large trading and distribution groups | Several entities and invoice series, long invoices with many lines | Clean item codes, one sequence per series, credit notes linked to returns |
| Construction and contracting | Large projects, progress billing and subcontractor chains | Progress invoices, retention lines, back-to-back supplier invoices |
| Hospitality and retail | Mostly B2C sales | B2C invoices are expected to be reported within 24 hours, with a QR code on the human-readable invoice |
If you supply any of these groups, your customers’ finance teams may ask about your Fawtara readiness well before your own phase date.
Where Zoho Books and Odoo stand today
Zoho Books
Zoho Books has an Oman edition that is VAT compliant and shows your VATIN on invoices. Zoho has not announced native Fawtara support. For a Zoho Books user, Fawtara means connecting Zoho Books to an accredited provider through their API, usually with Zoho Creator or Deluge functions handling the mapping, submission and status updates.
Odoo
Odoo Fawtara support today comes from third parties. One example is Pokutsoft’s Oman Fawtara modules on the Odoo Apps store, listed for Odoo 18 and 19. A module like this handles the format and connection on the Odoo side, but you still need a contract with an accredited provider. We review any module against your Odoo version, customisations and chosen provider before recommending it.
In both cases the answer is the same: Zoho Books or Odoo plus an integration with an OTA-accredited provider. See our Zoho partner services for Oman and Odoo partner services for Oman for the wider implementation work.
What a Fawtara implementation project involves
1. Invoice data audit
We pull your customer, item and tax master data and the last few months of invoices. We check customer VAT numbers, item codes, tax codes, units of measure, invoice numbering and how credit notes link back to original invoices. Most Fawtara problems start here, not in the integration.
2. Provider selection
We help you compare accredited providers on API documentation, sandbox access, support for your invoice types, error reporting and pricing model. You sign with the provider directly. We stay neutral and do not take referral fees from providers.
3. Integration build
For Zoho Books, we build the connector in Zoho Creator or Deluge: map each invoice to the provider’s payload, submit it, store the returned identifiers and status against the Zoho Books record, and alert your finance team on rejections. For Odoo, we install and configure a module or build one, then extend it for your custom fields. Our Odoo developers handle version upgrades and testing.
4. Testing
We test in the provider’s sandbox with your real scenarios: standard-rated sales, zero-rated and exempt lines, foreign currency invoices, credit notes, debit notes and cancellations. Each rejection is traced to its cause and fixed in the master data or the mapping.
5. Cut-over
We agree a cut-over date ahead of your phase date, freeze master data changes, run a short parallel period and hand over a support runbook to your finance team.
Oman e-invoicing Fawtara readiness checklist
| Area | What to check | Why it matters |
|---|---|---|
| Customer VAT numbers | Every VAT-registered customer has a valid OM-prefixed number in the correct field | Wrong or missing numbers are a common cause of rejected invoices |
| Your company details | Legal name, VATIN and address match your OTA registration | The supplier block is checked on every invoice |
| Item codes | Products and services have consistent codes and descriptions, with no free-text items | Structured line data is required in PINT Oman |
| Tax codes | Standard 5%, zero-rated and exempt codes are mapped to the correct categories | Tax category errors flow straight into your VAT position |
| Invoice numbering | One unique sequence per series, no manual gaps or reuse | Duplicates and gaps raise questions in an audit |
| Credit and debit notes | Each note references its original invoice | Unlinked notes are hard to submit and reconcile |
| Currency | OMR and foreign currency invoices carry the correct exchange rate | VAT must be reported in OMR |
| Provider contract | Accredited provider chosen, sandbox credentials received | Integration testing cannot start without them |
| Archiving | E-invoices stored in your own system for 10 years | The OTA platform is not expected to archive invoices for you |
| Rejection handling | A named person owns rejected invoices and their resubmission | Unresolved rejections mean invoices not legally issued |
How delivery works
Techvaria has offices in Bangalore, Ahmedabad and Dubai, where we operate as Techvaria IT Services LLC. We do not have an office or staff in Oman. Oman is on GMT+4, the same time as Dubai, and India is 1.5 hours ahead, so a normal Omani working day sits fully inside our office hours. Workshops run over video, and our Dubai team can travel for key sessions if the project needs it.
We have been implementing Zoho since 2016, with 350+ implementations. You get one project manager, a named consultant for your ERP and a developer for the integration.
Scoping and pricing
Fawtara projects vary with your invoice volume, number of invoice series, customisations and the provider you choose. We quote in OMR after a scoping call and a short review of sample invoices and master data. The quote separates our fees from the provider’s charges, which you pay to the provider directly.

Frequently Asked Questions
As announced, taxpayers with annual supplies above OMR 5 million must comply from 1 April 2027 and all other VAT taxpayers from 1 October 2027. The decision was awaiting Gazette publication when reported, so confirm against the OTA before go-live.
Zoho Books has a VAT-compliant Oman edition, but Zoho has not announced native Fawtara support. You need Zoho Books plus an integration with an OTA-accredited provider.
Odoo Fawtara support today is third-party, for example Pokutsoft’s Oman Fawtara modules for Odoo 18 and 19. You still need a contract with an OTA-accredited provider.
No. We are an implementation partner. We prepare your data, build the integration between your ERP and your chosen provider, test it and support the cut-over.
Responsibility for invoice compliance rests with the taxpayer, even when a provider submits the invoice. That is why the data audit comes first.
The OTA has not published a separate e-invoicing penalty schedule. ClearTax reports that existing Oman VAT Law penalties apply. Reports differ on whether a grace period will apply before enforcement, so confirm with the OTA or your tax adviser.
It depends on your data quality, invoice types and how quickly your provider issues sandbox access. We give a timeline after the scoping call and plan backwards from your phase date.
